Supplementary pensions: problems recognised, solutions delayed

On several occasions EUROCADRES, in conjunction with the ETUC, has intervened and has presented proposals to overcome obstacles through a framework directive, prepared in co-operation with the social partners, which would take account of the various national systems. Following a series of comprehensive consultations, the services of the European Commission prepared a draft proposal for a directive several months ago, on "safeguarding supplementary pension rights of workers making use of their right to free movement".
Following a recent orientation debate, the Commission has decided to refer this issue to a high level group, who will examine the problems related to the free movement of people. EUROCADRES is pleased that the Commission recognises the problems and obstacles to the free movement of people which arise because of different types of supplementary pension schemes. However, we find it unfortunate that such a project which could be improved under normal procedures, has been so delayed.
EUROCADRES hopes that this high level group will be set up quickly and that it will show a renewed willingness to find solutions to the many difficulties experienced by those who have to be mobile within the European Union. The work of this group should not be delayed, but should facilitate and speed up, the process of resolving this problem.
We cannot continue to delay this issue if we wish to create a Europe of Citizens.
