ENGCARD, a FEANI/EUROCADRES project

23/03/2006

FEANI and EUROCADRES are investigating the feasibility to deploy a European professional card (ENGCARD) for engineers in order to facilitate their mobility and the recognition of their qualifications in EU and worldwide.

The qualifications in engineering of the cardholder that will have been validated and certified would then be summarized on a secure card to constitute the identity card of a professional engineer.

The new ENGCARD concept should provide added value to most of the engineers and other social partners.

Possible added value of the ENGCARD for the engineers:

·         European validated and crosschecked Professional Engineer Identity card with indicating his formal qualifications based on a European qualification framework,

·         Formal pan-European standardized and structured recognition of their accredited qualifications in engineering,

·         Mobility facilitator in EU and worldwide,
·         Universal Quality symbol for the cardholder,
·         Engagement to respect a strict Code of Deontology with possible sanctions,

·         De facto strong protection of the Profession of Engineer in EU,

·         Increase of the European Social Status, Notoriety and Image,

·         Emulation of a strong European Club Spirit and Networking within the European engineer community (European Institute of Engineers) (to be created),

·         Access to possible recognized accredited lifelong learning courses with a European dimension (European Academy for engineers lifelong learning) (to be created),

·         Commitment from employers to ensure contractually lifelong learning and personal development to the cardholder to maintain and increase his level of competencies (to be negotiated),

·         Access to the National services offered by the engineering associations in the different MS part of the ENGCARD consortium (to be negotiated),

·         Preferential Access to other potential associated pan European services (to be negotiated):

  • European events for engineers (conferences, fairs, seminars,…..),
  • Subscription Magazines, Technical literature, books,
  • European Legal Employment assistance,
  • Mobility assistance,
  • European Professional insurance,
  • European Health Insurance and Complementary Pension plan
  • European Credit card, Calling card, Hotspot access, Rent a car card,
In return, the future cardholder should register, follow an administrative (partially web based) procedure, deliver certified copies of several documents and participate eventually to an assessment organized by the ENGCARD partners, pay a renewable subscription fee and commit with the deontology code.
Please comment on this, it is of vital importance that we get as much feedback as possible.

Is the European standard already defined ?

You mention a pan-European standardized and structured recognition.

Do you have the list of countries that already have an agreement to recognise their engineers' diplomas ?
