EUROCADRES' position on transition periods
From the very beginning of the debate EUROCADRES announced its position to open the labour market for the new member states as soon as possible (declaration at the EUROCADRES seminar in Budapest 2003). EUROCADRES COMMENTS on the EUROPEAN COMMISSION’S COMMUNICATION CONCERNING THE RE-EXAM OF THE WORKING TIME DIRECTIVE
The directive 93/104/EC establishes important principles and requirements concerning certain aspects of the organisation of working time. This directive defines elements, which are essential for safety, hygiene and health at work, which should be guaranteed to all workers irrespective of the nature of their work. It is a key contribution towards creating the social dimension of the internal market.

EUROCADRES COMMENTS ON THE EUROPEAN COMMISSION’S GREEN PAPER ON SERVICES OF GENERAL INTEREST
A significant proportion of EUROCADRES constituent members deliver services of a general interest, either as public servants, as employees of State companies, or increasingly, as private sector employees in privatised or contracted out workplaces. All EUROCADRES members, whether public or private sector employees, are committed to delivering high quality services to the general public.

EUROCADRES welcomes the communication of the European commission launching a necessary debate on the role of the universities. We hope that the social partners will be involved in the further developments of this communication and that it will lead to effective decisions.
EUROCADRES COMMENTS ON CONSULTATION CONCERNING THE FUTURE DEVELOPMENT OF THE EU EDUCATION, TRAINING AND YOUTH PROGRAMMES
EUROCADRES as a European Social Partner representing professional and managerial staff is pleased that this consultation has been launched. Skills and knowledge are key issues for our members. However, at this stage of the consultation process we will not answer all question indicated in the consultation document, but concentrate on some aspects that we consider particularly important.
EUROCADRES’s contribution to the consultation of the social partners on stress and its effects on health and safety at work
EUROCADRES welcomes the Commission’s activity in this area and underlines that stress is an important issue in health and safety. EUROCADRES will also take part in the social partners seminar on stress on February 25/26, 2003, where we will discuss the proposed issues in detail. In the meantime, we would like to present the following comments.
Comments on the communication from the Commission: on the portability of supplementary pensions rights-first stage consultation of social partners
EUROCADRES considers that safeguarding supplementary pension rights of workers making use of their right to free movement is a very important issue. Supplementary pensions schemes must be seen as deferred income. They contribute to the social protection of employed persons, and professional and managerial staff, who are particularly concerned by mobility want to be certain that those rights are safeguarded.
